Introduction
This is one of many strong RTI laws that have emerged in Africa recently. Its most notable feature is its exemplary scope, which permits all legal persons to request any type of information from each of the three branches of government and other public authorities, including private entities implementing the public functions. Additional features include clear and compliant procedures for both requesting information and appealing refused requests. The law also mandates a relatively strong promotional measures regime. However, the Sierra Leonean law has one major weakness within its exceptions regime. Several exceptions are problematic, as they are either overbroad or illegitimate. Furthermore, the RTI legislation does not have a trump clause to override restrictions on information disclosure in other legislation, such as secrecy acts.
